Professor Francis LO
MPhil (Hull), PhD (Cambridge), RSWHighlights
Professor Francis Lo Tit Wing is an internationally renowned and distinguished scholar with more than three decades of experience in higher education and extensive expertise in academic research and university governance. Before joining Tung Wah College, he was Vice President (Research and Development) at Saint Francis University, where he strengthened the institution's research culture, promoted its strategic development, and played a pivotal role in its successful transition to university status.
Professor Lo joined the City University of Hong Kong in 1990, where he held several senior academic and administrative positions: Associate Vice-President (Student Affairs), Head of the Department of Social and Behavioural Sciences, and Professor in that Department during his tenure, and received the Applied Research Excellence Award, the Excellence in Knowledge Transfer Award, and the Teaching Excellence Award. He made significant contributions to academic development, research strategies, student engagement, and university management.
Professor Lo is widely recognised for conducting impactful research that has directly informed social policy and service development. His impact case study, “Better Responses to Youth at Risk,” received a 100% Four-Star rating, the highest possible assessment, in the University Grants Committee’s Research Assessment Exercise 2020.
His work has not only advanced theoretical development but has also been translated into lasting policy and service innovations. His research contributed to the establishment of the Rehabilitation Division and the Rehabilitation Centres for young offenders within the Hong Kong Correctional Services Department. It also informed the development of a range of social service initiatives in Macau, including a service blueprint for at-risk youth, residential care services for children, new rehabilitation measures for young offenders, and the Ten-Year Rehabilitation Programme Plan (2016–2025). In addition, he advised the governments of Singapore and Guangzhou on the development of youth outreach services and preventive interventions for young people.
As an internationally recognised scholar, Professor Lo has published extensively in the fields of criminology, offender rehabilitation, and social work. His scholarly contributions include 12 books and more than 200 refereed journal articles, book chapters, and research reports. He has supervised 17 doctoral graduates, many of whom now hold senior academic and professional positions.
Professor Lo has served in a variety of advisory and governance capacities on numerous government and NGO committees, such as the Independent Commission Against Corruption (ICAC), Post-Release Supervision Board, Action Committee Against Narcotics, Hong Kong Federation of Youth Groups, Evangelical Lutheran Church Social Service-Hong Kong, Hong Kong Playground Association, the YMCA, and Caritas Hong Kong. Through these roles, he has made contributions to social services, crime prevention, and offender rehabilitation.
Professor Lo holds a PhD in Criminology from the University of Cambridge and is a Registered Social Worker in Hong Kong.
In November 2026, Professor Lo joined Tung Wah College as Vice President (Research and Innovation). With his extensive experience and proven track record, he is confident that he can support the President in leading the institution towards its goal of becoming a private university and a University of Applied Sciences.
