The appointee will support the Director of Human Resources in developing and reviewing policies and procedures, and overseeing a number of major human resources management functions, including manpower planning and recruitment, performance management, employee relations and compensation and benefits. He/She will be required but not limited to:
- support HR policy formulation, actively contribute to policy development including reviewing and drafting of policy papers and. oversee the implementation of HR policies and strategies;
- oversee the day-to-day operations and to ensure the Office’s effective discharge of functions;
- lead, guide and supervise other members to provide human resources services in manpower planning, recruitment and appointment, benefits administration and personnel services, performance management as well as succession planning etc.;
- review operational processes to drive digital transformation and implement innovative solutions to continuously enhance operational efficiency;
- manage and develop a group of professional/administrative staff under his/her portfolios;
- provide secretarial support to Committees of the College; and
- perform any other duties as assigned.
Applicants should (a) possess a Bachelor degree in Human Resources Management / Business Administration or a related discipline; (b) have at least 10 years’ solid managerial experience in human resources areas, preferably gained in tertiary institutions; (c) excellent communication and interpersonal skills and strong problem-solving skills (d) Experience in policy formulation and implementation in tertiary instituitons, public sector or statutory bodies will be an advantage; (e) demonstrate proficiency in both written and spoken English and Chinese; (f) be meticulous, flexible, analytical and with high level of integrity; and (g) be able to work independently and under tight timelines.
Salary will be competitive and commensurate with qualifications and experience.
