TWC Welcomes Measures of 2025 - 2026 Budget to Support Capacity Expansion and Quality Enhancement of Self-financing Institutions

Tung Wah College (TWC) welcomes the government's new Land Grant Scheme and Start-up Loan Scheme, announced in the 2025-2026 Budget. These schemes provide land at a nominal premium and interest-free loans to support self-financing institutions in expanding their capacity and enhancing quality.

Professor Sally Chan, President of TWC, stated, “TWC supports these two schemes. As a self-financing institution, TWC’s programmes are designed to address societal needs. Given the increasing popularity of our programmes and the rising number of enrolments, we anticipate that our premises, located at four different sites within the city, will be unable to meet the teaching and learning demands. Therefore, we need to seek additional space. We are delighted to learn that the government has reserved approximately 90 hectares of land in the Northern Metropolis to develop the Northern Metropolis University Town. We have already been in contact with the government to express our intention to build our new comprehensive campus at the University Town. Considering that the third medical school will be situated there, we, with our recognised strength in medical education, are confident that there will be synergy among us. This will benefit medical students with more opportunities for exchange and learning.”

TWC is pleased that the Education Bureau will increase the quota for Mainland, Macao, and Taiwan students in self-financing institutions from 10% to 40%, matching publicly funded universities. Mainland students comprise nearly 10% of TWC’s student body. As interest grows, TWC looks forward to welcoming more non-local students.

Professor Chan stated, “In 2024/2025, 258 Mainland students enrolled, five times higher than before, making up 17% of the intake. We will enhance facilities and services to accommodate this increase to boost interaction between local and non-local students. Additionally, we are pleased that the Ministry of Education has permitted us to recruit from all provinces. We'll progressively reach out to prospective students.” TWC is also attracting international students from ASEAN and Belt and Road countries through the “Study in Hong Kong” brand campaign, aiming to create a diverse and inclusive learning environment.

With a mission to strengthen its research capacities, TWC is encouraged by the launch of a new round of the Research Matching Grant Scheme, totalling $1.5 billion, to attract more organisations to support the research endeavours of institutions. Several of TWC’s academics have been listed among the World’s Top 2% Scientists published in 2024 by Stanford University in the US, with Professor Chan ranked first among nursing scholars in Hong Kong. Last year, TWC established the city’s first Translational Research Centre for Digital Mental Health, dedicated to translating evidence-based and interdisciplinary digital mental health research outcomes into real-world solutions.

Professor Chan stated, “TWC prioritises public physical and mental well-being by collaborating with healthcare, nursing, allied health, gerontology, digital technology education, and psychology experts to develop effective mental well-being measures. The Centre also aims to enhance our students' research skills, preparing the next generation of researchers.”
